Human resource management is a vital aspect of project management, as it involves planning, organizing, managing and measuring the work of people involved in a project. Studies have documented evidence of both significant and insignificant effects of human resource management skill but such studies lack empirical justification in Somaliland context. A descriptive research design was used and questionnaires were carried out. Data were collected and thereafter analyzed using both descriptive and inferential statistics. The target population of the study were 4 projects that have 30 respondents of the Save the Children employees. Multiple regressions were used to analyze the information gathered from the target population. The findings from the analysis revealed that the human resource management skills significantly predicted project performance of international NGOs in Hargeisa context (R = .641, R2 =.411, p = 0.050). The study concludes and recommends that human resource management skill is key factor that influences the quality, cost, time and scope of project and significantly affects project performance. By applying effective HRM skills, project managers can improve the productivity and performance of their project teams and achieve the desired project outcomes.
