Lean Regulation Model for Inclusive Higher Education in India

Abstract

India has the third largest higher education system in the world. The colonial influence has restricted the utility of higher education for skill development and economic growth of the country. Poor return on investment for students is a cause of concern for the relevance of higher education in the world of global competition characterized by disruptive technologies and innovation. The liberalization in 1990 positively impacted the industrial regulation and led to better economic growth in India. However the regulatory framework of higher education is still continuing in the license raj (rule of permit). The paper reviews the prevailing scenario of higher education in India using previous studies. The paper proposes lean regulation model of affiliated teachers for inclusive higher education in India. Political will is needed to implement reforms in regulatory framework of Indian higher education.
